Carl Fulgenzi was born and raised in the Town of Mount Pleasant. He shares two sons, William and Alexander, as well as one grandson, Dylan, with his wife Stacy.
Carl has served as Mount Pleasant Town Supervisor since 2014.
Has served as district leader for the Mount Pleasant Republican Town Committee since 1980.
Was a founding board member of the Thornwood-Hawthorne Chamber of Commerce, now the Mount Pleasant Chamber of Commerce.
Served on the Mount Pleasant Town Board from 1989-1993 and 2007-2014, and as Chairman of the Board of Mount Pleasant Industrial Development Agency since 2012.
Has served as Secretary of the Thornwood Lions Club since 1996.
Owned and operated Pleasantville-based Fulgenzi Plumbing & Heating from 1972 until his retirement in 2014.
Served on the Mount Pleasant Bicentennial Committee, planning and overseeing the yearlong celebration.
Is a former President of the Mount Pleasant Young Republicans.
Began a life of community service at a young age, joining Boy Scouts Troop 1 in Hawthorne at age 11.
Laurie Rogers-Smalley is a 56-year resident of Mount Pleasant who grew up in Pleasantville and raised her three children in Valhalla with her husband Peter.
Has proudly served as a Councilwoman since 2013.
Currently serves as Deputy Supervisor, as well as Liaison to the Comptroller’s office, which has helped support her commitment to sound fiscal management.
Previously served as the Town Board Liaison to the Recreation Commission and Library Board.
Boasts an outstanding fiscal record, having supported policies and initiatives that have resulted in 0% tax levy increase in 2021 and have built up a healthy financial reserve.
In Laurie’s seven years on the Town Board, she has supported and continues to support the training, staff development, and educational opportunities for local law enforcement.
Is an active ally of the local senior community and serves on the Steering Committee of Pleasantville Strong, an organization focused on promoting education to prevent drug and alcohol abuse in children and adolescents.
Since March of 2020, Laurie and her husband have worked with local organizations to provide meals and groceries to residents who could not access food, resulting in the creation of the Mount Pleasant Food Pantry.
Laurie retired from a 42-year career as a Registered Nurse in 2019, during which she served as Supervising Public Health Nurse with the Westchester County Department of Health.
Tom Sialiano has lived in Mount Pleasant since 1990 with his wife Donalyn and two daughters, Amanda and Christina.
A retired FDNY Lieutenant, Tom has spent his life serving his community.
Appointed Deputy Supervisor for fiscal year 2020.
Liaison for the Mount Pleasant Recreation & Parks Committee, Town Public Library, and Town of Mount Pleasant Highway Department.
Tom served on the Mount Pleasant Planning Board from 1992-2002, and on the Mount Pleasant Town Board from 2002-2013 and again in 2017.
Responsible for 15 on-time budgets that were fiscally conservative and provided essential services.
Voted for a tax break for all Town Veterans.
Supports our Police Officers and Firefighters to ensure they have the resources and training that they need to protect our citizens.
Tom is a professional golfer and PGA of America member. He is currently the DIrector of Instruction at Pleasantville Country Club and provides free golf instruction to veterans through the MET PGA HOPE Program.
Emily Costanza is a lifelong Mount Pleasant resident and Westlake High School alumna.
Has served as district leader for the Republican Party since 2017.
Has worked for local, state, and national political campaigns in various capacities for over five years.
Currently an associate at a public relations firm, where she provides communication and media relations support to the executive teams of private and public companies.
Holds two bachelor’s degrees in public relations and communication from Rutgers University.
Rich Benkwitt
For Superintendent of highways
Rich Benkwitt has been a volunteer Thornwood firefighter for 35 years, first serving as Fire Commissioner for 30 years and eventually Chief of Department.
Moved to Hawthorne in 1976 with his wife Lynne Ann Pace and later to their current home in Thornwood, where they raised their two children, Dana and Daniel.
Became Superintendent of Highways in 2019 and has since improved 40% of our town infrastructure, improved workers’ morale, modernized the fleet, and has renovated the Highway Facility.
Previously served on the Board of Assessment Review as chairman.
Retired from a 41-year career at Con Edison in 2011, where he was involved in heavy construction, engineering, technology, and project management.
Grace Labricciosa-Papa

Grace Labricciosa-Papa is a 47-year Mount Pleasant resident who raised her two daughters, Nicole and Carina, in Valhalla with her husband Rob.
Has served as Mount Pleasant Receiver of Taxes since she was first elected in 2017.
Is committed to serving with integrity, and helping all current and prospective homeowners understand property taxes.
Previously worked for a local construction company for nearly 30 years, where she served as payroll manager.
